Update README and declare missing dependencies

Add JIRORIAN_BASE_URL, JIRORIAN_PORT, JIRORIAN_APP_SECRETS to env var
table, fix dev command path (src/jirorian/), and explicitly declare
coincurve and cryptography in pyproject.toml.
